Our international readers often get frustrated when Google's apps and services aren't available outside the US. The same goes for Netflix: it's been expanding, first across North and South America, then to the major English-speaking countries, then slowly across Europe like a 21st century Napoleon with a penchant for original programming. Come October Netflix will open up its doors to Italy, Portugal, and Spain.
Presumably Netflix's army of mobile, tablet, and smart TV apps will be available when the service launches in new territories, including the Android and Android TV apps. Keep in mind that the complex Gordian knot that is international media licensing means that the library of movies and television shows will vary from country to country, though Netflix will probably try to add as much local Italian, Portuguese, and Spanish programming as possible.
