So are existing customers that are willing to sign up for DirecTV. If you already have both, you're out of luck, plus non-Next plans are ineligible entirely.AT&T describes the TV as the LED J5200 model, which currently goes for around 0 on Amazon. The unit comes with Samsung's Smart TV interface, not Android TV.

AT&T Next plans let you make payment installments of 12, 18, or 24 months before becoming eligible for an upgrade. This encourages you to keep swapping devices, keeping the latest and greatest and making AT&T the maximum amount of money. It's arguably a win-win, depending on your priorities. Though what AT&T really wants you to think about is how pretty DirecTV would look on that 48-inch 1080p display.
